The yellow buildings host many Ministeries (some examples, from right to left: Ministry of Finances and Public Administration, Ministry of Internal Affairs, Ministry of Justice, Ministry of Agriculture, etc) and restaurants, etc!
The statue in your first photo resembles one that I saw in the city centre of Copenhagen. How strange.
