Statue of «King José I» in the Commerce Square («Praça do Comércio»), erected in 1775 as part of the rebuilding of Lisbon after the earthquake of 1755.
The same square, seen from River Tagus, with Saint George's Castle («Castelo de São Jorge»)above on the left and Lisbon Cathedral («Sé de Lisboa»), built after 1147 over the remnants of the mosque of the Islamic period, on the right (with a blue stripe).

The yellow buildings host many Ministeries (some examples, from right to left: Ministry of Finances and Public Administration, Ministry of Internal Affairs, Ministry of Justice, Ministry of Agriculture, etc) and restaurants, etc!
The statue in your first photo resembles one that I saw in the city centre of Copenhagen. How strange.
